Technical Services

Vernadero offers a portfolio of technical consulting services in support of installation and facility real property management, training and testing operations, and planning activities. Services offered are tailored to federal and state agency requirements and are provided independently or as a comprehensive package. Our goal is to deliver the capability and capacity of a large business with exceptional quality, pricing and customer service that sometimes only a small business can provide. Our high client retainage and growing customer base is a proof of concept for this approach to providing quality technical consulting services in today's challenging federal government marketplace.

Environmental Resource Planning and Regulatory Compliance

  • NEPA analysis and documentation (e.g., Categorical Exclusion, REC, EA, EIS) for a variety of programs including military training, force structure, master planning, real estate, renewable energy initiatives, and environmental planning
  • Installation Management Plans including INRMPs, ESMPs, ICRMPs, ISMPs, IPMPs, SWPPPs, SWMPs, ISCPs, SPCCPs, FRPs, HMMPs/HWMPs, and IWFMPs
  • Environmental planning documentation to support real property acquisitions, disposals, permits, leases, and transfers, including EBS/ECP reports, FOSTs, MOAs, deed restrictions and covenants, and Section C of Disposal Reports
  • Wetlands management under Sections 401 and 404 of the Clean Water Act, including delineation, permitting, management plans, and mitigation planning
  • Development of agency specific planning documents to include the assessment of mitigation requirements, plans for compensatory mitigation projects, and monitoring for effectiveness of completed mitigation projects
  • Encroachment planning and community partnership facilitation for military installations and their neighboring communities
  • Public and agency involvement including public meeting planning and agency coordination and consultation support

Master Planning and Asset Management

  • Real Property Master Planning for installations including development and update of master plans, area development plans and facilitation of workshops with installation personnel and stakeholders
  • Specialized planning studies including critical resource analysis, ATFP analysis, GIS and/or database validation and form based code development
  • GIS-centric web based application development for the management and visualization of real property assets
  • Headquarters Installation Information System (HQIIS) data validation and GIS asset linking/mapping as required by Installation Geospatial Information & Services (IGI&S) Quality Assurance Plans (QAPs)
  • Economic and socioeconomic impact studies, analysis and development of forecast models
  • Encroachment studies, requirements analyses, force structure evaluations, criteria development, and all other related studies

Biological Resource Management

  • Natural resource inventories and surveys including species diversity inventory, analysis of temporal and spatial species distribution, analysis of the physical and biological parameters that affect species occurrence and their distribution and bioassay and bioaccumulation testing and data interpretation and modeling
  • Preparation of Biological Evaluations and Assessments to analyze potential impacts from agency actions including assessments of population status and factors affecting population status, species habitat assessments and potential impacts to the habitat, species life history assessments to determine parameters that affect the species' life stages and vital rates or other unique biological characteristics of the species
  • Migratory Bird Treaty Act and other special status species surveys, clearances and biological monitoring for construction projects or training activities to fulfill regulatory documentation requirements and minimization or avoidance measures, exclusion and capture/release programs to fulfill regulatory requirements and compliance with conservation measures and avoidance measures
  • Endangered species management including assistance with Section 7 of the Endangered Species Act, and habitat management and restoration activities
  • Pest and invasive species management to include resource surveys and mapping, development of resource management strategies and plans, and the chemical, physical and biological control efforts

Air, Water, Soils and Hazards Regulatory Compliance

  • Clean Water Act/Clean Air Act reporting, recordkeeping, monitoring, documentation and implementing guidance
  • Storm Water management support including the development of Storm Water Pollution Prevention Plans, permit applications/notices of intent, no-exposure evaluations/certifications, notices of termination, site/system surveys/evaluations, best management practices, sediment/erosion control plans and storm water quality monitoring and analysis
  • Regulatory compliance assistance with spill prevention, RCRA, CERCLA, and EPCRA programs
  • Implementation of environmental audits and field assessments in support of Environmental Management Systems, Environmental Performance Assessment System, and Environmental Compliance Assessment Systems
  • Hazardous materials and waste management, including plans, reporting, and control measures such as hazardous materials pharmacy management and SPCCs
  • Multimedia (air, water, soil) sampling, testing (field and/or laboratory) or other chemical or geological/hydrogeological/geotechnical analysis (either on- or off-site) for a wide variety of organic and inorganic parameters including air, water and soil quality analysis
  • Preliminary Assessments and Site Investigations and Evaluations and remedial action of contaminated media
  • Management of special pollutants (e.g. polychlorinated biphenyls (PCBs), asbestos, lead based paint, radon gas, etc.) including sampling and reporting
  • Transportation and disposal of hazardous substances and materials incidental to compliance activities (investigative derived wastes)

Information Systems and Management

  • Geographic Information System/Computer Aided Design and Drafting/cartography, mapping and data analysis/interpretation for a variety of data layers, including but not limited to, soils, topography, cultural resources, vegetative communities, location of threatened and endangered species, aquatic habitat types and floodplain delineation, etc.
  • Design, develop, host and implement custom global positioning system data collection solutions on a variety of hardware and software platforms
  • Digital image processing and remote sensing of both aerial and space-based platforms including but not limited to image classification, band ratios, index calculations and re-sampling
  • Compliance to various DoD approved standards including: Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) and Installation Geospatial Information & Services (IGI&S) Quality Assurance Plans (QAPs)
  • Scripting common GIS geoprocessing workflows tailored to DoD standards and automating QA/QC procedures such as QAP/SDSFIE evaluations
  • Custom development and hosting of web based GIS, database and asset management solutions for a variety of thematic services including environmental, master planning and compliance
  • GIS instruction and user-guide development related to custom or general GIS workflows including but not limited to: QAP compliance/evaluation, querying, symbolizing and spatial analysis

  • Installation and training range infrastructure management, enhancement, maintenance and design through creative integration of environmental compliance, engineering design and construction management skill sets
  • Design of both preventive and corrective land rehabilitation and maintenance procedures that reduce the long-term impacts of training and testing on Installation lands
  • Assistance with, and execution of, Integrated Training Area Management (ITAM), Sustainable Range Programs (SRP), and range management and range modernization
  • Design of low impact development storm water management BMPs including rain gardens, infiltration channels, vegetated swales/basins, streetscapes, and wildlife barriers/habitats

Vernadero has provided excellent support to the Directorate of Public Works at Fort Huachuca for both environmental and engineering requirements. They have worked closely with the Fort to develop innovative solutions to problems
